California lawmakers have approved a major expansion of the state’s film and television tax credit program, raising the cap to $750 million in an effort to keep productions from leaving for cheaper locations. 

Filmmaker Austin James Wolff, who shot his latest film "Wally Jackson and the Probability of Love and Car Accidents" in Los Angeles, says the cost of permits and fees has made local production especially tough for independent creators.

Supporters hope the expanded credits will bring jobs and projects back to Hollywood, but state analysts warn the benefits may not reach beyond the film industry.
